Article XII of Chapter 17 regulates shareable dockless mobility devices: human-powered or motorized devices, including electric bicycles, scooters or skateboards, that private entities rent to the general public on a short-term basis with no docking stations. Under Sec. 17-500, the Director of Community Development or designee holds enforcement authority.

Equipment and riding zones come from Sec. 17-502. Devices must be unable to exceed 15 miles per hour, carry a front light visible for at least 300 feet plus a rear red reflector, and be made inoperable and collected within four hours once a safety or maintenance issue is reported. Subsection (k) is the no-ride rule: devices shall not be operated in pedestrian areas unless the adjacent roadway speed limit is over 35 miles per hour and the pedestrian area width exceeds five feet. Under Sec. 17-503(b), where no bike lane exists, users may ride streets with a speed limit of 35 miles per hour or less.

Rider conduct is set in Sec. 17-503: yield to pedestrians, obey all state and local traffic laws, carry no passengers, and stay off handheld devices. Users under the age of 16 need parent or guardian authorization and shall wear a helmet.

Sec. 17-505 requires devices to be parked upright, in the furniture zone of pedestrian areas where the city designates one, and never in a way that impedes a right-of-way, transit zone, curb ramp, entryway, driveway or another listed location. The city retains the right to create geo-fenced parking areas, and operators must comply within five days of written notification.

Under Sec. 17-506, operators limit their fleet in operation to 50 units, maintain local staff within the Atlanta metropolitan area, and have every device ping its location at minimum every 90 seconds while in use. Sec. 17-509 requires an annual dockless permit, calls it a privilege the city can rescind, and sets fees by ordinance of the city council.
