2401 states the city's purpose is "to prohibit shared mobility devices from being placed in the public right-of-way or on public property or offered for use anywhere in the City," citing pedestrian and vehicular traffic flow and public safety while the city works out a permanent regulatory scheme. 2402 defines a "shared mobility device" broadly: any motor-powered wheeled device other than a car or motorcycle that is accessed on demand through a smartphone app, membership card, or similar method, owned and maintained by a private operator, and made available to the public at unstaffed, self-service locations except where the city designates otherwise.

That definition sweeps in dockless rental scooters and e-bikes of the kind other South Bay cities have piloted. 2403 sets the operative rule in two clauses: it is unlawful to park, leave standing, leave lying, abandon, or otherwise place a shared mobility device in the public right-of-way or on public property anywhere in the city, and separately unlawful for any operator to provide or offer one for use anywhere in the city. The prohibition reaches both the rider/device on the street and the company running the program.

2404 makes police officers, code enforcement officials, and city employees designated by the City Manager authorized to impound any device offered for use or placed in the right-of-way, with an impound and storage fee set by City Council resolution. 2405 gives a device owner a retrieval path: present proof of ownership to the Redondo Beach Police Department and proof the fee was paid to the Finance Department, and a right to request a written impound hearing with the Police Department within 15 calendar days of the impound notice.
