Section 13-143 targets indoor entertainment noise separately from the town's exterior sound-zone rules. It makes it unlawful to sustain a sound level equal to or greater than 95 dBA for more than 30 seconds inside any enclosed place of public entertainment, a category the section defines to include, without limitation, a restaurant, bar, cafe, club, nightclub, discotheque or dance hall. The 30-second sustain requirement means a brief spike, such as a single loud note or a door slam, does not violate the section; the level has to hold at or above 95 dBA continuously for at least half a minute.

Measurement is standardized: the sound level must be taken with a sound level meter approved by the American National Standards Institute, and it can be measured from any area within the venue to which the public is invited, not just at the property line. That distinguishes § 13-143 from the exterior standards of § 13-144, which are measured at the property line and vary by sound zone and time of day; § 13-143 instead applies a single flat indoor ceiling regardless of the surrounding zoning or the hour, and it does not distinguish between daytime and nighttime operation.

Because § 13-143 sits in the same Article IV sound ordinance as the exterior standards, an outdoor venue certified under § 13-108 must still meet both: the certified outdoor sound levels under Table 2, plus the 95 dBA indoor cap if it also operates an enclosed portion of the establishment.
