Chapter 8.12 exists, per Section 8.12.010, to set standards for alarms that draw a response from the Police Department, Fire Department, or other city departments, and to punish violations of those standards; Section 8.12.020 recites the Council's findings that false alarms waste manpower and endanger officers. Within that framework, Section 8.12.040 specifically excepts vehicle and watercraft alarms from every other requirement in the chapter, including the direct-dial telephone device rule in Section 8.12.050, the audible-alarm posting and 15-minute reset requirement in Section 8.12.060, the false-alarm written-report duty in Section 8.12.080, the ban on intentionally triggering a false alarm in Section 8.12.090, and the misdemeanor penalty and 10-day correction notice in Section 8.12.120.

That exemption lifts only if the vehicle alarm is wired to a central monitoring system, at which point it is treated exactly like a monitored home or business alarm and becomes subject to those same reporting and penalty provisions. Separately, the city's noise chapter, Chapter 9.30, lists specific "special noise sources" in Section 9.30.060, naming amplified sound reproduction devices, sound trucks and loudspeakers, motor vehicle repair noise, noise near schools, churches and hospitals, and watercraft noise; a car alarm is not among the enumerated special sources there, so a repeatedly sounding alarm would have to be measured against the general decibel limits in Section 9.30.050 to be cited as a noise nuisance on that separate theory.
