Chapter 9.30 sets the city's general noise standards, dividing property into three zones under Section 9.30.050: Zone I (residential) capped at 45 dB(A) overnight and 55 to 65 dB(A) by day, Zone II (commercial) capped at 60 dB(A) overnight and 70 dB(A) by day, and Zone III (industrial) capped at 60 dB(A) overnight and 85 dB(A) by day. Section 9.30.030 lists 16 categories of noise exempt from these limits, and subsection (A) covers "air-conditioning, pool and spa equipment when it is functioning in accord with manufacturer's specifications and is in proper operating condition." The same list exempts lawn maintenance equipment under subsection (B), non-amplified school and community group activities under (C), emergency generators and safety signals under (D), and several other categories through (P).

Noise levels are measured on the A-weighted scale with a calibrated sound level meter under Section 9.30.040, and a violation occurs when a 5-minute average measurement, or an instantaneous reading 10 dB(A) above the applicable standard, is exceeded under Section 9.30.050(E). The Lake Havasu City Police Department enforces the chapter under Section 9.30.080. Because the HVAC exemption is tied to proper function, equipment that is broken, poorly maintained, or missing required mufflers or shielding falls outside the exemption and is measured against the ordinary zone limits like any other noise source.
