Lake Havasu City, AZ Noise from Specific Sources: Delivery Truck Noise (2026)

Chapter 9.30's construction-noise section sets strict start and stop windows for pouring concrete and performing construction work: generally 5:00 a.m. to 10:00 p.m. near residential zones, with a 6:00 a.m. start in winter, and a tighter 7:00 a.m. to 7:00 p.m. window on weekends and holidays. Subsection (B)(4) carves delivery and drop-off of construction equipment and supplies out of that clock: a truck can deliver materials to a job site before 5:00 a.m. or after 10:00 p.m. without the contractor first obtaining the off-hours permit that other construction activity would need, but only if care is taken to keep the resulting noise reasonable and necessary, meaning idling, engine noise, backing alarms and unloading must be limited to what the delivery actually requires.

The exception is narrow: it covers delivering equipment and materials to the site, not performing work with them, so unloading a truck at 4:00 a.m. is allowed under this subsection while starting a pneumatic hammer at 4:00 a.m. is not, unless the contractor also holds a Development Services Department permit under subsection (D). A delivery that generates unreasonable noise, or is really being used to get construction work started early, can still be cited under the general provisions of § 9.30.070 and enforced by the Lake Havasu City Police Department under § 9.30.080.
