Section 14-22(b) lists sounding any horn or signaling device on a vehicle on any street or public place in the city continuously or incessantly for a period in excess of sixty seconds, except as a danger warning, as one of the specific acts the city treats as excessive and unnecessary noise. The rule reaches a car alarm that repeats or sustains past the one-minute mark just as it reaches a driver leaning on a horn, and it sits inside the same section that defines an alarm as any motor vehicle or similar stationary emergency signaling device.

A violation is enforced either by a law enforcement officer, whose citation goes to a court of competent jurisdiction, or by a code enforcement officer, whose citation can instead go before the city's code enforcement board, per Section 14-22(f). Section 14-22(g) sets the penalty scale for any Section 14-22 noise violation, including the horn and alarm rule: not more than $100 for a first conviction, not more than $250 for a second, and not more than $500 for a third or additional conviction. The sixty-second horn and alarm limit applies citywide and is not restricted to residential or noise-sensitive areas the way several of the section's other restrictions are.
