Section 10-63 makes it unlawful for anyone engaged in loading, unloading, packing or unpacking, or opening crates, boxes or containers, including loading or unloading trucks onto a truck transport or railway car, to create excessive and unnecessary loud noise while doing it. That sits alongside Section 10-75, which separately caps how long a heavy delivery vehicle can idle: a motor vehicle over 8,000 pounds cannot run for more than 2 consecutive minutes while standing on private property within 150 feet of land zoned and used for residential purposes, unless it is inside a fully enclosed structure.

The idling rule carves out its own delivery exception, however: a delivery vehicle's motor is exempt when running the motor is an integral component of the delivery process, such as powering a lift-gate or refrigeration unit. Emergency vehicles and public transportation vehicles are also exempt from the idling limit. Both provisions sit in the same noise article as the general excessive-noise standard in Section 10-54, and enforcement follows the article-wide warning process in Section 10-71, meaning the environmental officer must first give the operator a warning citation and compliance advice before a violation is charged.
