Section 509.03(a) sets the general standard: no person may make, permit, or cause any unreasonably loud, disturbing, or unnecessary noise of a character, intensity, or duration that disturbs the peace and quiet of the City. Subsection (b) then lists acts "among others" that are declared loud, disturbing, and unnecessary noises, expressly noting the list is not exclusive. Paragraph (b)(4), "Loading, unloading, etc.," covers the creation of a loud and excessive noise in connection with loading or unloading any vehicle, including the opening and destruction of bales, boxes, crates, and containers, which reaches delivery trucks, box trucks, and commercial haulers working curbside or at a loading dock in Canton.

The same subsection also separately reaches vehicle horns and warning devices in (b)(1), noisy or out-of-repair vehicles in (b)(3), and unmuffled exhaust in (b)(5), giving Canton Police several overlapping tools against commercial noise beyond delivery activity itself. Unlike the numeric decibel table adopted later in Section 509.04, this loading-and-unloading offense carries no measured threshold; it turns on whether the noise is loud and excessive under the circumstances, a standard traceable to the 1964 Code, Section 507.49, and predating the 2017 amplified-sound overhaul in the same chapter. A violation is a minor misdemeanor under subsection (c).
