750(B)(7) of the Florissant Code of Ordinances specifically prohibits the discharge into the open air of the exhaust of any steam engine, stationary internal combustion engine, motorboat or motor vehicle except through a muffler or other device that will effectively prevent loud or explosive noises. A portable or standby generator is a stationary internal combustion engine for purposes of this rule, so running one without an effective muffler, or with a muffler removed or bypassed to increase output noise, falls within the prohibition. The provision is one of eighteen specific noise activities listed under Subsection B, which follows Subsection A's general ban on any loud, unnecessary or unusual noise that disturbs the peace, comfort or repose of the neighborhood; officers weigh Subsection A's twelve factors, including the noise's volume, duration and the time of night, when deciding whether an unmuffled generator crosses the line.

The Section sets no separate decibel limit or curfew hours for generator exhaust noise specifically; the muffler requirement itself is the standard, so a properly muffled generator that is still audible is judged under the general disturbance factors rather than a bright-line cutoff. Florissant Police respond to noise complaints and can cite an operator under Chapter 210, with prosecution in Florissant Municipal Court and the City's general penalty applying because the noise Article sets no fine of its own.
