750(B)(2) of the Florissant Code of Ordinances makes it unlawful to use, operate or permit to be played any radio receiving set, television set, musical instrument, phonograph or other machine or device for producing or reproducing sound in a manner that disturbs the peace, quiet and comfort of neighboring inhabitants, or at any time with louder volume than necessary for convenient hearing by a voluntary listener inside the room, vehicle or chamber where the device operates. in a manner plainly audible at a distance of fifty feet from the building, structure or vehicle where it is located is prima facie evidence of a violation.

That fifty-foot, eleven-to-seven standard is the closest thing in Florissant's code to an objective test for the kind of low-frequency bass that carries through walls and car doors, since officers do not need to measure decibels, only audibility at fifty feet during the covered hours. Outside those hours, or beyond fifty feet, a complaint is judged under Subsection A's twelve general factors, including the volume and duration of the sound and whether it is recurrent. Florissant Police enforce the Section, with cases prosecuted in Florissant Municipal Court under the Chapter 210 general penalty because the noise Article sets no fine of its own.
