Summary
Boca Raton divides land near Boca Raton Airport into three noise zones based on aircraft sound contours: zone A (75 Ldn and above), zone B (70-75 Ldn) and zone C (65-70 Ldn). No residential development is allowed in zone A, and buildings in zones B and C must meet sound level reduction standards before a permit issues.
There are hereby created and established 3 land use noise zones: zone A, zone B and zone C. Noise zone A is an area within the 75 Ldn noise contour in which land use should be limited to activities that are not noise sensitive. Noise zone B is an area between the 70—75 Ldn noise contour in which land use would require a site specific analysis, avigation easements and appropriate sound level reduction measures for construction of certain buildings. Noise zone C is an area between the 65—70 Ldn noise contour in which land use is normally acceptable for construction of buildings which include appropriate noise attenuation measures.

Full Breakdown
Chapter 3, Article III sets up the city's airport-noise land-use scheme. Section 3-46 states the purpose: protecting public health and welfare near Boca Raton Airport by requiring sound level reduction (SLR) for construction affected by aircraft operations. Section 3-47 creates zones A, B and C keyed to Ldn noise contours, mapped on appendix 2 and legally described in appendix 3 (Section 3-48), with boundary-line rules for split lots and unsubdivided parcels in Section 3-49. Section 3-50 ties allowable land uses to the 'land use guidance chart' (Chart A) unless the underlying zoning is more restrictive, and exempts the airport itself from zone A's use prohibitions.
Section 3-53 requires occupied rooms in buildings within SLR-25 or SLR-30 designated areas to achieve that reduction rating through building design, materials and construction detail, and Section 3-53(2) blocks issuance of a building permit until plans and specifications, including appendix 4, demonstrate compliance. The chief code administrator approves construction methods (Section 3-52) and, under Section 3-54, may require field acoustical tests at the owner's expense using at least four aircraft flyover events before final approval. Section 3-55 flatly bars any residential development within noise zone A and requires the noise-zone map to be kept available for public inspection at development services and the city clerk's office for zones B and C.
Violations & Fines
A building or structure requiring SLR-25 or SLR-30 cannot receive a building permit unless plans document compliance with the sound level reduction requirements (Sec. 3-53(2)). The chief code administrator may order field tests by a qualified acoustical consultant, paid for by the owner, before granting final approval (Sec. 3-54(1)). Residential construction proposed within zone A is barred outright regardless of design (Sec. 3-55(1)).
