Residents bothered by aircraft noise typically pursue relief through the relevant airport's noise office or the FAA, not through the County noise ordinance. The County's General Plan Noise Element and CEQA noise guidelines also use airport noise contours (e.g., CNEL) when reviewing development near airports.
Because in-flight aircraft noise is federally preempted, the County noise ordinance provides no citation mechanism for it (Sec. 36.417(a)(6)). Complaints about aircraft operations are directed to the operating airport's noise-abatement program or the FAA. The County's authority is exercised when reviewing and conditioning new development near airports for consistency with the applicable Airport Land Use Compatibility Plan.
