Yuba City, CA Noise Ordinances: Aircraft Noise (2026)

20 of the Noise Regulations chapter lists categories of sound the City has decided are not "loud and raucous noise" for enforcement purposes, and subsection (f) names "locomotives and other railroad equipment and aircraft" outright. That means the police cannot use Chapter 17 against normal aircraft operations at Sutter County Airport, which sits on the west side of Yuba City and is shared regionally; noise from takeoffs, landings and touch-and-go training is treated as categorically outside the ordinance rather than exempt only during certain hours.

3601 is to implement the Comprehensive Land Use Plan (CLUP) for Sutter County Airport in the overflight zones. 3603 requires City review of general plan amendments, rezonings, use permits or variances in the district to go first to the Airport Land Use Commission (ALUC); if the ALUC issues a negative finding, the City must comply with it unless the Council makes an explicit finding that a hardship outweighs the CLUP's health, safety and welfare objectives. A separate Airport Zoning chapter (Title 8, Chapter 3) further caps structure and tree heights in approach, transition and turning zones around the airport reference point, protecting the airspace aircraft actually use rather than regulating the sound they make.
