Exceptions in 5-4-11(D) include lawful parades and City-permitted special events involving music and loudspeakers for the duration of the event. Violations are infractions under 5-4-11(F) with a fine set by Council resolution; a third violation within one calendar year is a misdemeanor. The code uses the plainly-audible-at-50-feet test rather than a decibel meter reading.
