City Code 5-6-10(A) makes it unlawful to keep a dog that, by loud and prolonged barking or howling, disturbs the peace and quiet of the neighborhood or of occupants of adjacent premises. The nuisance-animal definition in 5-6-1 also lists a disturbance caused by excessive barking.
Barking dogs are handled under Idaho Falls City Code Title 5, Chapter 6 (Dog Control), not the general noise section. Section 5-6-10(A) provides that it is unlawful for any person to harbor or keep on their premises, or under their control, any dog which by loud and prolonged barking or howling disturbs the peace and quiet of the neighborhood or of the occupants of adjacent premises. The definition of 'nuisance animal' in 5-6-1 separately includes an animal that 'causes a disturbance by excessive barking or other noise making.' Section 5-6-10(D) sets the penalty: a person who violates any part of the Control of Dogs section is guilty of an infraction punishable by a fine set by Council resolution; a person previously found guilty of a violation within one calendar year is guilty of a misdemeanor (Ord. 3599, March 6, 2025). Cats are covered separately in 5-6-11, which prohibits a cat from causing a nuisance by howling in a habitual, consistent, or persistent manner that repeatedly disturbs the peace; Animal Services issues a warning letter on a first cat offense and may cite on subsequent offenses. Complaints are investigated by Idaho Falls Animal Services.
