Chapter 11.02, Noise Control, lists specific unlawful noises in § 11.02.030, and subsection F targets animals: harboring or keeping any animal whose frequent or long continued noise disturbs or annoys a reasonable person nearby. The ordinance applies an objective 'reasonable person' standard rather than a decibel meter, so officers weigh how the noise would strike an average neighbor instead of taking a sound-level reading. Chapter 11.02 opens with a broader ban in § 11.02.020 on any noise that 'unreasonably annoys, disturbs, injures or endangers the comfort, repose, health, peace, safety or welfare of any person,' and § 11.02.030 lists six specific unlawful acts, with noisy animals as item F alongside loud stereos, domestic power tools, construction equipment, noisy parties and horns.
