Ogden, UT Noise Ordinances: Barking Dogs (2026)

Ogden City Code § 13-2-7(A) defines eleven categories of animal public nuisance, and subsection A4 specifically covers a dog or other animal that barks, whines, howls or makes other disturbing noises for an extended period of time. When the Animal Services Coordinator reasonably determines an animal is a public nuisance, § 13-2-7(B) requires the coordinator to first seek the owner's written consent to abate the problem, which can mean relocating or, in serious cases, euthanizing the animal; if consent is refused, the coordinator may file a nuisance charge in justice court, and the court sets a hearing on at least three days' notice before ordering an abatement method.

A court that finds a nuisance may also order the owner's dog or cat license revoked and bar new licenses for twelve months under § 13-2-7(C). Because a barking complaint is a nuisance charge rather than a noise-ordinance violation, it runs through Title 13 procedures rather than the separate noise chapter in Title 12, which does not mention animals; Ogden's only animal-noise standard is the one in § 13-2-7(A)(4).
