Blue Springs, MO Noise Ordinances: Construction Hours (2026)

In the City of Blue Springs, Missouri, Section 230.030(A)(5) of the Noise Control Ordinance restricts construction-related equipment specifically: operating or permitting the operation of tools or equipment used in construction, drilling or demolition work is unlawful between 11:00 p.m. and 6:00 a.m. the following day, seven days a week, if the sound creates a noise disturbance across a residential real property boundary. The Subsection carves out emergency work performed by public service utilities, defined in Section 230.020 as work needed to prevent or alleviate physical trauma or property damage from an emergency.

Domestic power tools are addressed separately under Subsection (A)(8), which bars mechanically powered saws, drills, sanders, grinders, and lawn or garden equipment in residential areas during the same 11:00 p.m. to 6:00 a.m. window if they create a disturbance across a residential boundary. Neither Subsection sets a daytime start restriction beyond the nighttime cutoff, so contracted construction work is unregulated by the noise Chapter during normal daytime hours; the restriction is the overnight window only. Violations are folded into the same enforcement path as every other Chapter 230 offense: Section 230.050 applies the general penalty of Section 100.080, a fine up to $500, up to ninety days in jail, or both, with continuing violations counted day by day, and the City may seek a Circuit Court injunction under Section 230.060.
