Blue Springs, MO Noise Ordinances: Vehicle Noise (2026)

Blue Springs Police officers enforce both Section 230.030 of the Noise Control chapter and Section 385.010 of the Vehicle Equipment chapter. Section 230.030(A)(1) makes it unlawful to operate or permit the operation of a radio, car radio, subwoofer, television, CD player, DVD player, phonograph, drum, musical instrument, sound amplifier, or similar device so it creates a noise disturbance across a real property boundary, or, when the device runs in or on a motor vehicle or motorcycle on a public right-of-way or public space, so it creates a disturbance twenty feet or more away; the same twenty-foot standard applies to a device playing in a boat on public waters.

A noise disturbance is defined in Section 230.020 as sound that endangers or injures health, annoys a person of normal sensitivities, or damages property. Separately, Section 385.010 requires every motor vehicle's motor to carry a properly attached muffler sized to quiet exhaust noise to the level of a modern passenger car, bans muffler cutouts outright, and requires any exhaust cutout that exists to stay permanently closed and disconnected from its operating lever so it cannot open while the vehicle moves. Enforcement runs through the City's general court process: Section 230.050 states that noise violations are prosecuted the same as any other City Code violation, and Section 230.060 lets the City additionally pursue an injunction in Jackson County Circuit Court against a device or vehicle whose operation is a public nuisance.
