Highland, CA Noise Ordinances: Construction Hours (2026)

Chapter 15.48 of the Highland Municipal Code, titled Hours of Operation for Construction Activities, sets the schedule in § 15.48.020. Construction activities shall not commence prior to 7:00 a.m., and construction activity shall terminate no later than 7:00 p.m. Monday through Saturday, with no construction activities performed during city or federal observed holidays. The rule states hours only for Monday through Saturday and prints no Sunday hours.

Section 15.48.010 defines construction activities broadly: any constructing, modification, repair, renovation or alteration of any component of a new or existing structure or parcel, including delivery of materials or equipment, and site improvements such as grading, flatwork, roads, walls, drains, utilities or parking lots. The definition applies whether or not the work requires a permit from the city of Highland, so a permit-exempt repair and a delivery truck both fall inside the hours limit.

Four exceptions are printed in § 15.48.020(B): emergency construction activity performed by or on behalf of the city of Highland; emergency construction activity performed on behalf of a property owner when the act of waiting would cause or increase an unsafe condition; construction activities with prior approval by the building official; and construction activities not regulated by the city of Highland. A contractor who needs work outside the window therefore has one route, prior approval from the building official.
