In effect, construction is permitted 7 a.m. to 8 p.m. Monday through Saturday, and prohibited entirely on Sundays and federal holidays. Because this is the City of Westminster's own ordinance, it controls within city limits; Orange County construction-hour rules apply only to unincorporated county areas. A separate property-maintenance exemption in Section 8.28.060(I) (for routine yard and home upkeep) uses a narrower window of 7 a.m. to 8 p.m. any day except Sunday or a federal holiday. Work that strays outside these windows loses the exemption and is measured against the standard noise limits in Sections 8.28.040 and 8.28.050, where it can be cited as a public nuisance. The city also separately limits residential leaf-blower use to 8 a.m.-5 p.m. Monday through Saturday.

Penalties follow WMC Chapter 1.12: misdemeanor up to $1,000 and/or six months jail, or infraction fines up to $100/$200/$500. Each day may be charged separately.
