Westminster regulates construction noise through an exemption in its Noise Control chapter rather than a standalone permit-hours rule. WMC Section 8.28.060(E) exempts noise from construction, repair, remodeling, demolition, or grading of real property from the chapter's dB(A) standards, but conditions that exemption on the work staying within allowed hours. Because this is the City of Westminster's own ordinance, it controls within city limits; Orange County construction-hour rules apply only to unincorporated county areas. A separate property-maintenance exemption in Section 8.28.060(I) (for routine yard and home upkeep) uses a narrower window of 7 a.m. to 8 p.m. any day except Sunday or a federal holiday. Work that strays outside these windows loses the exemption and is measured against the standard noise limits in Sections 8.28.040 and 8.28.050, where it can be cited as a public nuisance. The city also separately limits residential leaf-blower use to 8 a.m.-5 p.m. Monday through Saturday.
