Operating a leaf blower outside the posted hours, using more than one per address, or exceeding the fifteen-minute daily cap is a code-enforcement violation. General penalties apply under WMC Chapter 1.12 - misdemeanor up to $1,000 and/or six months, or infraction fines up to $100/$200/$500 - and the noise may also be cited as a public nuisance.
