West Covina Municipal Code Chapter 15.24 sets quantitative exterior noise standards that vary by the zoning classification of the receiving property. Residential zones carry a baseline of 55 dBA during daytime hours (7 AM to 10 PM) and 50 dBA during the nighttime period (10 PM to 7 AM). Commercial zones have a 65 dBA baseline applicable around the clock, and industrial zones have a 70 dBA baseline at all hours. When the noise source and the receiver are in different zone categories, the lower baseline of the two applies.

No person shall create, maintain, or allow the creation of noise that exceeds the receiving property's applicable baseline by more than 5 dBA when measured at the property line. Measurements are taken using A-weighted sound pressure levels with slow meter response per standard acoustical practice. These standards primarily target fixed mechanical equipment — HVAC condensers, pool pumps, air compressors, exhaust fans, and similar devices — rather than transient human activity or traffic noise.

West Covina's eastern San Gabriel Valley location places it among a mix of residential subdivisions, major retail centers like the Eastland Center and West Covina Plaza, and light industrial corridors. The decibel standards help maintain the residential character of neighborhoods adjacent to these commercial areas.
