The City of Chino Hills regulates yard-equipment noise directly in Municipal Code Section 8.08.020(B). No property owner, tenant, or their contractor may operate, or allow the operation of, mobile outdoor mechanical or electrical equipment (the code lists lawn mowers, leaf blowers, and hedge trimmers as examples) that generates noise audible by a reasonable person beyond the property's boundary lines at any time other than 7:00 a.m. to 8:00 p.m. on weekdays and 8:00 a.m. to 7:00 p.m. on Saturdays, Sundays, and federal holidays. The trigger is whether the equipment can be heard past the property line, not a specific decibel reading. This provision does not apply to fixed noise sources such as air conditioning units or pool equipment, which instead must meet the noise standards in Section 16.48.020. Unlike some California cities, Chino Hills does not impose an outright gas-leaf-blower ban in this section; it instead limits the hours of operation. These are the City of Chino Hills' rules. A violation of Section 8.08.020 is an infraction punishable under Section 1.36.030 of the code and is also deemed a public nuisance subject to abatement under the Municipal Code and state law.
