In May and June 2026 the Dublin City Council amended Chapter 5.28 to add a "Prohibited Acts" section with objective, time-based limits for noisy yard work in residential areas. Under the amendment, landscape equipment, expressly including leaf blowers, lawn mowers, and edgers, may not be used in residential areas between 8:00 p.m. and 7:00 a.m. Monday through Friday, and between 8:00 p.m. and 8:00 a.m. on Saturday and Sunday. The City moved to these fixed hours because the previous purely subjective "reasonable person" test could make enforcement challenging; the objective windows give residents, gardeners, and code officers a clear line. The amendment was approved at the May 19, 2026 meeting, scheduled for a second reading on June 2, 2026, and takes effect 30 days after adoption, so the rule becomes operative in summer 2026. Outside these prohibited overnight hours, equipment use is allowed, but the underlying Section 5.28.020 nuisance standard still applies, so even daytime use that is exceptionally loud, prolonged, or habitual could be addressed. The City planned outreach to residents, businesses, and landscaping providers and emphasized education and voluntary compliance before citing. Note these hours apply to residential areas; confirm with the City whether specific commercial or City maintenance activities are treated differently.
Using landscape equipment in a residential area during the prohibited overnight hours violates the Chapter 5.28 "Prohibited Acts" provision and is enforceable as a misdemeanor (up to $500 fine and/or 30 days county jail under Section 5.28.030). Dublin intends to lead with education and voluntary compliance.
