Sanford, FL Noise Ordinances: Leaf Blower Rules (2026)

Section 38-66(10) exempts landscape maintenance equipment carrying its stock sound arrestor from the article's noise-disturbance rules, but confines that exemption to 8:00 a.m. through 8:00 p.m. Monday through Friday and 9:00 a.m. through 8:00 p.m. on Saturdays and Sundays, and only while the equipment is reasonably operated per manufacturer specifications and equipped with all noise-reducing equipment in proper condition. Landscapers running blowers, mowers, or trimmers before or after those hours, or on equipment stripped of its factory arrestor, lose the exemption outright and fall under the general noise-disturbance prohibition in section 38-67 and the decibel limits in section 38-68 (60 dBA/65 dBC for residential property by day, 55 dBA/60 dBC overnight).

Section 38-70(10) separately makes it unlawful citywide to run any internal combustion engine, landscape equipment included, without a muffler or equivalent device at least as effective as the manufacturer's original equipment, which reinforces the stock-arrestor condition in section 38-66(10). Sanford police and code enforcement officers must issue a written warning first under section 38-77 before any citation for equipment used outside the permitted hours.
