Laguna Niguel, CA Noise Ordinances: Vehicle Noise (2026)

Laguna Niguel's noise code does not separately regulate car stereos or exhaust modifications on public streets, but it does directly target organized noise-producing vehicle activity. Section 6-6-8.1 makes it unlawful to conduct 'motor vehicle racing, testing, timing or similar noise-producing activities at raceways, speedways, offroad vehicle courses, drag strips or other similar places,' naming midget race cars, drag cars, motorcycles, off-road vehicles and specialty automobiles, between 11:30 p.m. and 8:00 a.m. That section sits in the Division 6 noise control article and is cross-referenced from the vehicular nuisances article in Title 11.

Section 11-8-48 separately makes it unlawful to operate a motorcycle, motor-driven cycle, minibike, trail bike, motor scooter, jeep or dune buggy 'in such a manner as is reasonably likely to disturb the peace or quiet of any neighborhood or person by reason of noise, dust, smoke or fumes,' when that vehicle is being operated under the circumstances covered by Section 11-8-47, which addresses off-road use on land without the owner's consent rather than ordinary street driving. Everyday vehicle noise on a public street, such as a loud stereo or aftermarket exhaust while driving normally with a valid registration, falls outside both sections and is left to the Vehicle Code rather than the municipal code.
