Laguna Niguel, CA Noise Ordinances: Construction Hours (2026)

Laguna Niguel does not set construction hours in a stand-alone chapter; instead, Section 6-6-7 lists activities exempted from the citywide noise standards in Sections 6-6-5 and 6-6-6, and construction is one of them, but only within a defined window. Section 6-6-7(5) exempts 'noise sources associated with construction, repair, remodeling or grading of any real property,' on the condition that the activity does not take place 'between the hours of 8:00 p.m. and 7:00 a.m. on weekdays, including Saturday, or at any time on Sunday or a federal holiday.' Read together, that means construction noise is allowed without regard to the numeric decibel limits from 7:00 a.m. to 8:00 p.m.

Monday through Saturday, but any construction noise outside that window, including all day Sunday and on federal holidays, loses its exemption and must instead comply with the ordinary residential noise standards in Section 6-6-5 (55/50 dB(A) exterior) and Section 6-6-6 (55/45 dB(A) interior), which in practice bars most construction activity at those times. Public agency work on streets or utilities gets a separate, narrower exemption under Section 6-6-7(11), but only when the director of public works finds an unusual or unique condition, such as an adverse traffic impact or a Caltrans night-work requirement, makes daytime work infeasible.
