36 (Noise) of the Livermore Municipal Code, governs exhaust noise from engines. It prohibits discharging the exhaust of any steam engine, stationary internal-combustion engine, motorboat or motor vehicle into the open air except through a muffler or other device that effectively prevents loud or explosive noise, measured against a standard of not being plainly audible at 75 feet from the source or at the property line, whichever distance is greater. 3(c)) and was carried forward by Ordinance 1128 in 1983. Because the standard is audibility rather than a decibel meter reading, a modified exhaust, straight pipe, or a car with a damaged or removed muffler can be cited on an officer's or code enforcement inspector's assessment that the noise carries past 75 feet or the property line.
