Madera, CA Noise Ordinances: Vehicle Noise (2026)

Vehicle noise in unincorporated Madera County is addressed in two parts of Section 9.58.020. Subsection (C) (Engines and Motor Vehicles) makes it unlawful 'to cause, permit or allow any disturbing or raucous noises caused off streets or highways by racing or accelerating the engine of any motor vehicle while moving or not moving, by the willful backfiring of any engine and exhaust from the engine tailpipe or muffler, or from the screeching of tires.' Subsection (E)(1) lists as a prohibited disturbing noise 'the use of horns, signaling devices, and like equipment associated with the use or operation of automobiles, motorcycles, or any other vehicle in such a manner as to disturb the peace, quiet and comfort of persons of normal sensitivity.' These provisions complement, rather than replace, California state law: the California Vehicle Code requires every motor vehicle to be equipped with an adequate muffler in good working order and prohibits modified exhaust and amplified sound that exceeds state limits, and CVC Section 27007 restricts amplified sound from a vehicle audible at certain distances. Madera County's code applies to unincorporated areas; conduct on public streets and highways is primarily enforced under the Vehicle Code by the Madera County Sheriff and CHP, while the county noise provisions reach disturbing engine and horn noise (including off-street conduct) as a local public-peace matter.
