Rockford Code § 17-28(a) makes it unlawful to run a stereo, radio, speaker, or bull horn in a vehicle on a public way when the sound carries 75 feet or more from the device or vehicle: the standard officers use for loud-stereo citations downtown and along State Street. Section 16-96 separately requires every vehicle to run a working muffler in constant operation and bars cutouts, bypasses, or any exhaust modification that amplifies noise above the vehicle's original muffler output. Section 17-27 adds that horns cannot be sounded except as required by law, and bars vehicles engineered to exceed the state's grade/load/acceleration noise limits under 35 Ill. Admin.
