19, adopted by Ordinance No. 3051 effective June 18, 2010 and amended by Ordinance No. 3085 effective January 20, 2012, governs open flame and cooking equipment use across all City parks under the Fire Hazards heading. 23. That permitting section requires anyone conducting an activity that would prevent general first-come, first-served public use of a park, such as roping off an area for a private cookout, to obtain a permit from the Community Services Department. 19 gives the Fire Chief discretion, subject to reasonable conditions, to authorize general use of barbecues and personal stoves in designated park locations for specified periods on certain holidays, which is how the City accommodates the higher grilling demand seen on days like the Fourth of July without opening every lawn to open flame.

A smoker or portable stove brought into a park outside a masonry hearth, a City barbecue pad, or an authorized holiday period is a violation regardless of whether an actual fire hazard results; the rule is written around location and equipment type, not around demonstrated risk.
