Kenner, LA Outdoor Lighting: Billboard Lighting (2026)

Kenner's General Sign Regulations, Article XI of the Unified Development Code, ban an entire category of lighting-based sign features outright rather than merely limiting them. Section 11.03(f) lists sixteen prohibited sign types, and lighting accounts for several: beacons, defined elsewhere in the sign definitions as a strong or bright light focused or directed in one or more directions; search lights; lasers; and any sign with flashing, blinking, or fluttering lights that change light intensity, brightness, or color. The same subsection also bans revolving or rotating signs and roof signs, both of which are frequently lit for visibility, and bars inflatable signs except during grand openings and special events limited to twice a year for up to two days each, with a permit required even then.

These lighting bans apply citywide and are not limited to any one zoning district. They sit alongside the separate, narrower lighting standard for general advertising signs, or billboards, in Section 11.04(a)(1)f, which requires any billboard on a canal bank or within a canal right-of-way to obtain a letter of no objection from the Jefferson Parish Department of Public Works before it can be built, and Section 11.04(a)(3)a, which lets the City Council deny a billboard application outright if its lighting or placement would obscure, obstruct, or otherwise interfere with the view of an official traffic sign, signal, or device.

Sign permits generally are administered by the Department of Inspections and Code Enforcement under Section 11.03(a), and that department may revoke a permit for any violation of the sign ordinance.
