Bossier Parish, LA Outdoor Lighting: Light Trespass & Shielding (2026)

The zoning protection standards in Subdivision VI of Bossier Parish's zoning article set the parish's floor for light trespass and other off-site nuisances. Section 126-882 bars any use from emitting objectionable glare, along with heat or vibration, that can be perceived beyond the boundary of the building site where the use sits, so a homeowner, business or industrial operator whose security lighting, sign lighting or work lights spill glare onto a neighboring building site is out of compliance regardless of the zoning district. The same subdivision addresses noise in § 126-881 and dust, odors, gases, smoke and radiation in § 126-883, showing the parish treats glare as one of a family of boundary-crossing nuisances every use must control at the property line.

For off-street parking facilities specifically, § 126-1018(4) goes further and requires that the source of light be concealed from public view and adjacent residential properties and not interfere with traffic, a shielding standard aimed squarely at the kind of glare a parking lot floodlight throws onto a neighboring house. Off-premise sign lighting carries its own separate shielding rule under § 126-888(i)(3), which requires external sign lighting to be effectively shielded so beams are not directed or reflected onto a public street. Together these sections give the Metropolitan Planning Commission and the parish's code enforcement staff a basis to cite any light source, fixed, portable, or sign-mounted, that throws glare past the boundary of the site where it is installed.
