Ashwaubenon, WI Parking Rules: Abandoned Vehicles (2026)

Section 7-4-104(B) flatly prohibits parking any dismantled, non-operating, wrecked or junked vehicle on a street or highway in the Village, on top of the separate requirement that any parked vehicle be properly registered, licensed and operable. Section 7-4-104(C) covers private property: no owner, tenant, occupant or lessee may allow a partially dismantled, non-operating, wrecked, junked or discarded vehicle, or one that is unlicensed or carries an invalid or expired license, to remain on the property longer than 48 hours. That subsection carves out three exceptions: a vehicle kept inside an enclosed building, a vehicle on a lawfully operated business's premises when necessary to that business, and a vehicle in an appropriate storage place or depository lawfully maintained by the Village.

Article 10, added by Ordinance No. 6-8-16 on June 28, 2016, backs this up with removal authority. Section 7-10-367 defines 'vehicle' broadly to include automobiles, trucks, trailers, motorcycles, tractors, buggies and wagons, and defines 'property' as any real property in the Village other than a street or highway. Section 7-10-368 then authorizes the Chief of Public Safety, the building inspector or their designees to remove or have removed any vehicle left anywhere in the Village that reasonably appears to violate the article or to be lost, stolen or unclaimed, impounding it until it is lawfully claimed or disposed of under Wis. Stat. 0139, the state statute governing municipal disposal of abandoned vehicles.
