Ashwaubenon, WI Animal Ordinances: Wildlife Feeding (2026)

Section 4-1-7 of the Ashwaubenon Municipal Code makes it unlawful to put out salt, mineral, grain, fruit or vegetable material on any public or private property in the Village for the purpose of feeding whitetail deer or turkey. The section does not require proof of intent in every case: Section 4-1-7(A) creates a rebuttable presumption that the material was placed to feed deer or turkey whenever more than a half gallon is set out less than six feet off the ground, or whenever more than a half gallon is placed in a drop feeder, automatic feeder or similar device regardless of height.

Four situations fall outside the ban under Section 4-1-7(B): bait placed for lawful deer or turkey hunting, naturally growing grain, fruit or vegetable material including garden produce, unmodified commercially purchased bird feeders or their equivalent, and feeding temporarily authorized by the Village Board or its designee for a specific public purpose or to count the deer or turkey population. The ordinance traces to Ordinance No. O5-3-13 in 2013 and was amended by Ordinance No. O2-1-18 in 2018, and it sits in the same chapter as the Village's exotic-animal and dangerous-animal rules, all enforced by the animal control/humane officer under Section 4-2-40.
