Ashwaubenon, WI Animal Ordinances: Pet Limits (2026)

Under Section 4-2-35(A), no person in the Village of Ashwaubenon may own, harbor or keep more than two dogs or cats combined at one address, though a litter of puppies or kittens, or part of a litter, may stay for up to eight weeks from birth without counting toward a violation. The cap applies to any mix of the two species, so a household could keep two dogs, two cats, or one of each, but not three of any combination outside the litter exception. Section 4-2-35(B) exempts service animals from the count entirely, defining a service animal as a guide dog, signal dog, or other animal individually trained, or being trained, to perform work or tasks for a person with a disability, including guiding someone with impaired vision, alerting someone with impaired hearing, providing minimal protection or rescue work, pulling a wheelchair, or fetching dropped items.

The section borrows its definition of disability from the certified medically diagnosed impairment standard and specifically excludes current illegal drug use unless the person is in a supervised rehabilitation program. 04(2) and was last amended by Ordinance No. O8-1-18 in 2018.
