Ashwaubenon, WI Animal Ordinances: Dog Leash Laws (2026)

Section 4-1-3 of the Ashwaubenon Municipal Code, Brown County, Wisconsin, applies to every animal and fowl, not just dogs, but subsection (B) singles out dogs specifically: no one may own, harbor or keep a dog that runs at large, and a dog counts as running at large the moment it leaves the owner's or keeper's premises without being within that person's immediate presence and control. That standard requires actual physical control, not just a leash left unattended in a yard, and it applies anywhere in the Village, on streets, sidewalks and other private property.

To enforce it, a public safety officer, community service specialist, humane officer or other village official may go onto any property except the animal owner's own to capture a loose animal by any reasonable and necessary means. The chapter carves out one narrow exception: certified homing, carrier or racing pigeons may be flown loose for training and races under Section 4-1-3(D), since pigeons are otherwise classed as fowl under the running-at-large rule. Chapter-wide enforcement runs through Section 4-1-8, which ties every animal violation, including a loose dog, to the penalty schedule set in Section 1-1-13 and the Village Municipal Court's bond schedule, and the animal control/humane officer under Section 4-2-40 is tasked with issuing the citation.
