Section 15-2-40 sits in Chapter 15's park regulations article and protects wildlife specifically within village parks and parkways, not Village-wide. The first sentence bars injuring, or attempting to injure, any waterfowl, other bird, or animal, whether wild or domestic, anywhere in a park or parkway. The second sentence separately bars robbing or disturbing a nest or eggs belonging to any bird or other animal in a park, with two carve-outs: activity that is part of a wildlife management program the village board has approved, or activity done under written permission from the park board.

The rule sits among the same-article prohibitions on trespass (Section 15-2-39), vegetation and structure damage (Section 15-2-41), and ice or sand removal (Section 15-2-42), all enforced together under the Chapter 15 penalty scheme. Because the rule protects domestic animals too, it also reaches conduct such as harming another visitor's leashed pet inside a park, on top of its more obvious use protecting geese, ducks and songbirds around Ashwaubenon's park ponds and creek frontage. The Village enforces this alongside its general park powers: any peace officer may arrest a violator without a warrant under Section 15-1-3(A), and may enter park buildings, structures or enclosures, including areas leased for private use, to do so.
