The City of Bellaire actively enforces its abandoned and junked vehicle ordinance to maintain property standards in the community. A vehicle is considered junked or abandoned if it is inoperable, has expired registration, is missing essential parts such as wheels, engine, or transmission, or has remained on a public street without being moved for an extended period. Junked or inoperable vehicles may not be stored on residential property unless completely enclosed within a garage or approved structure and not visible from any public right-of-way or neighboring property. On public streets, vehicles that appear abandoned are tagged with a notice giving the owner a specified period to move or claim the vehicle before it is towed. The city's Code Enforcement division investigates complaints about abandoned vehicles on private property and issues violation notices with compliance deadlines. Fines up to $2,000 per violation per day may be imposed. The city may tow abandoned vehicles from public streets at the owner's expense and may abate nuisance vehicles on private property with costs assessed to the property owner.
