The City of Tomball prohibits the keeping of junked, wrecked, dismantled, or inoperable vehicles on residential property or public streets. Under the city's property maintenance and nuisance abatement ordinances, a vehicle is considered junked if it is inoperable, does not have a current registration or valid plates, or is wrecked or partially dismantled. Junked vehicles on residential property must be fully enclosed within a garage or other approved structure β tarps and car covers do not satisfy enclosure requirements. On public streets, vehicles that appear abandoned may be tagged by the Tomball Police Department and towed after a 48-hour notice period. The city may abate junked vehicle conditions on private property at the owner's expense after providing written notice and opportunity to comply.
