The City of Humble prohibits abandoned, junked, and inoperable vehicles on both public streets and private property through its Code of Ordinances, consistent with Texas Transportation Code Chapter 683 (abandoned vehicles) and Chapter 396 (junked vehicles). A vehicle is considered abandoned on a public street if it remains in the same location for more than 48 hours and appears inoperable, or lacks current registration or license plates. On private property, junked vehicles are defined as those that are inoperable, wrecked, dismantled, or lacking required equipment to be legally driven, and are visible from public areas. Property owners receive written notice to remove junked vehicles within 10 days. After the notice period, the city may remove and impound the vehicle at the owner's expense. Vehicles stored in enclosed garages or behind opaque screening that prevents visibility from public streets may be exempt from the visible junk vehicle provisions.
