The City of Baytown regulates abandoned and junked vehicles under Chapter 14 of the Code of Ordinances and Texas Transportation Code Chapter 683. A junked vehicle is defined as one that is inoperable, missing major parts, does not display current registration, or lacks a valid inspection sticker, and is visible from a public place. Junked vehicles on residential property must be fully enclosed within a garage or other building. Vehicles on public streets that appear abandoned are tagged with notice and may be towed after 48 hours. The city may declare a vehicle a public nuisance and order removal. Property owners receive written notice and an opportunity to request a hearing before the municipal court. After a vehicle is towed, owners have a limited period to reclaim it before it is sold at public auction. Violations of the junked vehicle ordinance may result in fines of up to $500 per day. The city may abate the nuisance by removing the vehicle at the owner's expense if voluntary compliance is not achieved. Criminal penalties may apply under TTC Chapter 683.
