Bolingbrook, IL Parking Rules: Abandoned Vehicles (2026)

Section 34-140 of the Bolingbrook Code of Ordinances, in Chapter 34's Article V on Junk and Abandoned Vehicles, declares it unlawful and a nuisance for any person to keep or permit to be kept on property under his control any abandoned and unattended vehicle that may invite vandalism or vermin or otherwise create a health or safety hazard or contribute to a blighted condition of the neighborhood. Subsection (b) targets junk vehicles specifically: it is unlawful to abandon, park, store or leave any licensed or unlicensed junk vehicle or part of one on private or public property in the village for a period in excess of five days, unless the vehicle is completely enclosed within a building so it is not visible from the street or neighboring property, or it is stored lawfully on private property in connection with a licensed dismantler, licensed vehicle dealer or junkyard business.

A companion provision, Section 34-148, applies the same five-day, enclosed-or-licensed-business test to any vehicle that is unlicensed, has an expired state or municipal registration, is wrecked, dismantled or inoperative, even if it is not otherwise junk. Once a vehicle is in violation, Section 34-142 requires the police chief or a designee to give the owner notice, either by affixing it to the vehicle or mailing it, before the vehicle can be impounded under Section 34-143; an unclaimed vehicle can ultimately be sold at public sale after a 30-day notice period, or, for vehicles more than seven years old, disposed of as junk after a ten-day holding period.
