625 ILCS 5/4-201 defines abandoned vehicles as those left on public highways for 7+ days or on private property without consent for 7+ days. Vehicles in derelict condition (flat tires, missing parts, expired plates 1+ year) may be classified as abandoned after 24 hours. Will County Land Use Ordinance §155-12.2 prohibits storage of more than one inoperable or unregistered vehicle on residential property unless fully enclosed. Joliet Code §17-123, Bolingbrook §5-4, and Plainfield §8-14 each require inoperable vehicles be stored in garages or behind 6-foot opaque fencing. Lockport §97.15 allows 30-day active repair exception with permit. Notice served per 625 ILCS 5/4-208 gives 21 days to reclaim from impound. Unclaimed vehicles sold at public auction per 625 ILCS 5/4-209 with proceeds to municipality after lien satisfaction.
