Section 50-38, carried forward from Code 1973 § 17-1505, is triggered by depth rather than by a calendar snow-emergency declaration: once snowfall on the ground reaches more than two inches, parking becomes unlawful on every public street, parkway, and other public place in the village for the duration of the plowing operation. The ban lifts automatically once the removal operation for that street is completed; the code does not require a separate public proclamation to activate it, so residents are expected to move vehicles off the street proactively whenever two-plus inches accumulate rather than wait for a posted notice.

This dovetails with section 50-37, which lets the police chief post temporary no-parking signs for other emergencies, but the snow rule itself is self-executing under section 50-38 without needing a sign. Village trucks that cannot clear a block because vehicles remain parked can leave a street half-plowed, which is the practical reason for the strict trigger. Public works and the police department jointly enforce the rule, and a car left on the street during an active plow run is subject to both a fine and the possibility of towing under the village's general vehicle-removal authority in section 50-31 for illegally standing vehicles.

The rule applies uniformly across the village, including the portion that lies in DuPage County, since it is a village-wide traffic ordinance rather than a subdivision-specific rule.
