Lynwood Municipal Code Section 7-22, adopted under California Vehicle Code sections 22660 et seq., declares abandoned, wrecked, dismantled or inoperative vehicles on public or private property a public nuisance subject to abatement. Before removal, a 10-day notice of intention to abate is mailed by registered mail to the property owner and the vehicle's registered and legal owners, who may request a hearing with the City Manager's Office. Vehicles enclosed in a building or lawfully stored by a licensed dismantler or dealer are exempt. Separately, LMC 7-20.10 lets the city remove any vehicle parked on a street or alley for 72 or more consecutive hours; 'moving' requires driving at least 500 feet.
An inoperative or abandoned vehicle left in public view can be cited as a nuisance, abated and towed after the 10-day notice, with removal, storage and administrative costs assessed to the owner. Impound release costs $150 at City Hall.
