Chapter 58, Article III defines the vehicle types this rule reaches: a commercial motor vehicle is any self-propelled or towed vehicle rated at 10,001 pounds or more gross vehicle weight, one designed to carry more than eight paying passengers or more than 15 non-paying passengers, or one hauling placarded hazardous material under federal motor carrier rules; a recreational vehicle covers campers, motor homes and travel trailers used for leisure or as a traveling dwelling; and a trailer means any non-motorized vehicle towed to carry objects or people.
Sec. 58-72 then bars parking or abandoning any of those three vehicle types on the streets or street rights-of-way for more than 72 consecutive hours. Once a sworn police officer finds a vehicle parked or abandoned past that window, Sec. 58-73 gives the officer the right to impound it, have it removed from the streets, and charge the owner for both removal and storage. § 40-11-3 for peace officers removing abandoned vehicles from public property.
