Haverhill, MA Parking Rules: Commercial & Oversized Vehicles (2026)

City Code § 240-85, Schedule B (Parking Restrictions and Prohibitions) carries a citywide entry labeled "Commercial Vehicles" that reaches every street in every residential zoning district shown on the City's Zoning District Boundary Map. It bars overnight parking of commercial trucks or commercial vehicles that are 24 feet or greater in length and/or weigh three tons (6,000 pounds) or more, whether the vehicle sits on private property in a residential neighborhood, on a public way, or in a public parking lot anywhere in Haverhill. The rule, first added 8-9-1983 and amended in 1995 and 2009, was most recently amended 11-19-2024 (Doc.

88-C). Emergency vehicles are expressly exempted. Separately, § 240-57 restricts the operation (not just parking) of heavier trucks, five tons (10,000 pounds) or more and 24 feet or longer, on specific streets listed in Schedule P (§ 240-98) at set hours, with exemptions for local deliveries, construction and utility work, and government-owned vehicles. A violation of the residential overnight ban under § 240-85 is prosecuted as a parking offense, and the Inspectional Services and Police Departments enforce both the Schedule B parking entry and the Schedule P route restrictions.

Vehicles left in violation may be removed and towed to a convenient location under Article IX of Chapter 240, with the owner liable for the towing and storage costs set under § 240-63.
