Haverhill, MA Parking Rules: Street Parking Limits (2026)

Section 240-20 lists the City's baseline no-parking locations for any vehicle registered to a person, applicable throughout Haverhill unless a police officer, sign or signal directs otherwise. The prohibited spots include within an intersection (Subsection A), upon a sidewalk (B) or crosswalk (C), on a roadway where parking would not leave a clear ten-foot lane for passing traffic (F), within ten feet of a fire hydrant (G), directly in front of any private road or driveway (H), within 20 feet of an intersecting way except alleys (I), within 15 feet of a fire station wall or directly across from one where posted (J), alongside a street excavation or obstruction that would block traffic (K), within 25 feet of an unguarded railroad crossing or five feet of a gated one (L), on a bridge or its approach (M), and within a posted school zone while flashing speed-limit signs are active (N).

Subsection E is the general curb and direction rule: on any roadway where parking is allowed, both right-side wheels must sit within 12 inches of the curb or roadway edge, and on one-way streets, vehicles must park facing the direction of travel with both wheels within that same 12 inches. Because § 240-20 opens with an exception for when parking there is necessary to avoid a traffic conflict or is in compliance with a police officer's direction or a traffic sign or signal, an officer's on-scene direction, or a posted sign covering a specific block, can override any of these listed default prohibitions for that location and moment.

Enforcement of the chapter falls to the Haverhill Police Department and its parking control officers, and under § 240-83, if a vehicle is found parked in violation and the driver cannot be identified, the registered owner is held prima facie responsible.
